1. Introduction

Welcome to the DSE Talent Connect portal ("the Platform"), operated by DOT Rwanda as part of the Digital Skills for Employability (DSE) programme — a transformative initiative contributing to the Mastercard Foundation's Young Africa Works strategy. The programme is delivered in partnership with Digital Opportunity Trust Rwanda (DOT Rwanda) and a consortium of local youth-serving organisations, including CLA-Intango TSS, Igire Rwanda Organization (IRO), Knowledge LAB (kLab), and SOLVIT Africa. These Terms & Conditions ("Terms") govern your access to and use of the Platform, including any content, features, and services offered. By accessing or using the Platform, you agree to be bound by these Terms. If you do not agree, please do not use the Platform.

2. Use of the Platform

The Platform is designed to showcase the skills and innovations of DSE programme graduates and to facilitate connections between these graduates and prospective employers, partners, and investors. Access is provided for lawful, non-commercial purposes related to talent discovery, programme awareness, and employment facilitation.

You agree not to use the Platform to:

  • Scrape, harvest, or systematically collect personal data of graduates without explicit written consent from DOT Rwanda.
  • Send unsolicited commercial communications ("spam") to graduates or other users.
  • Misrepresent your identity, organisation, or intentions.
  • Engage in any activity that violates applicable Rwandan law or international law.
  • Attempt to circumvent any security, access control, or data protection measures.

3. User Responsibilities

Employers and Visitors: If you access graduate profiles or innovation showcases, you are responsible for using that information solely for legitimate hiring, collaboration, or programme-related purposes. Any contact initiated with graduates must be professional, respectful, and relevant.

Graduates: Profiles are published only after your explicit consent has been obtained through the DSE programme onboarding process. You are responsible for the accuracy of the information you provide. You may withdraw your consent and request removal of your profile at any time by contacting rwanda@dotrust.org.

4. Intellectual Property

All content on the Platform — including text, graphics, logos, icons, and software — is the property of DOT Rwanda, the Mastercard Foundation, or the respective graduates and is protected by applicable intellectual property laws. You may not reproduce, distribute, modify, or create derivative works without express written permission from the respective rights holder.

Graduates retain ownership of their innovations, projects, and any content they have contributed. By participating in the DSE programme and consenting to profile publication, graduates grant DOT Rwanda a non-exclusive, royalty-free licence to display their profile and project information on the Platform for programme promotion purposes.

5. Limitation of Liability

The Platform is provided on an "as is" and "as available" basis. DOT Rwanda makes no representations or warranties of any kind, express or implied, regarding the accuracy, reliability, or completeness of any content on the Platform.

To the fullest extent permitted by law, DOT Rwanda, its consortium partners, and DSE Partners shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of or inability to use the Platform, even if advised of the possibility of such damages. DOT Rwanda's total liability for any claim arising under these Terms shall not exceed the amount paid by you, if any, to access the Platform.

6. Privacy

Your use of the Platform is also governed by our Privacy Policy, which is incorporated into these Terms by reference. The Privacy Policy explains how we collect, use, and protect your personal information. By using the Platform, you consent to the data practices described therein. We are committed to complying with Rwanda's Law No. 058/2021 of 13/10/2021 Relating to the Protection of Personal Data and Privacy.

7. Changes to These Terms

DOT Rwanda reserves the right to modify these Terms at any time. We will notify users of material changes by updating the "Last updated" date at the top of this page and, where appropriate, by displaying a notice on the Platform. Your continued use of the Platform after any changes constitutes your acceptance of the revised Terms. We encourage you to review these Terms periodically.
