We collect different types of data depending on your relationship with the DSE programme:

DSE Graduates: As part of programme enrolment and with your explicit consent, we collect:

• Full name and preferred display name
• Email address
• Phone number (kept strictly confidential — see section 5)
• Professional skills, certifications, and track completed
• Project and innovation descriptions
• Profile photograph (optional, with consent)
• LinkedIn profile URL (optional)
• District and location (for programme reporting)

Visitors and Employers: When you browse the Platform, we may collect:

• Anonymous usage statistics (pages visited, session duration) via privacy-respecting analytics
• Information you voluntarily submit through the Register Interest form (name, organisation, email, interest area)
• Your consent acknowledgement (stored locally in your browser)

3. Why We Collect It

We use the data we collect for the following purposes:

• Programme delivery: Managing graduate enrolment, tracking learning outcomes, and reporting.
• Talent showcase: Publishing graduate profiles and innovation showcases to facilitate employment and collaboration opportunities.
• Employer connections: Matching interested employers with relevant graduate profiles and facilitating introductions through the programme.
• Programme communications: Sending graduates updates about events, opportunities, and alumni activities relevant to the DSE programme.
• Platform improvement: Understanding how the Platform is used to improve content and user experience.

4. Graduate Consent

We operate on a strictly consent-based model for all graduate data published on this Platform. No graduate profile, photograph, innovation, or personal information is made publicly visible without that graduate's prior, explicit, and informed consent.

Consent is obtained during the programme onboarding process and is specific, granular, and documented. Graduates are informed exactly what information will be published and how it will be used before they agree.

We do not sell, rent, or trade your personal data. We share data only where necessary for programme delivery, and only with the following authorised consortium partners of the DSE programme:

• DOT Rwanda — Lead organisation and data controller
• kLab — Innovation and entrepreneurship hub partner
• Igire Rwanda Organization — Youth and social inclusion partner
• CLA-Intango TSS — Technical and vocational skills partner
• SOLVIT Africa — Digital solutions and training partner

All consortium partners are bound by data sharing agreements that require them to handle your data in accordance with this Privacy Policy and applicable data protection law.

We may also disclose data where required by law, regulation, or court order, or to protect the rights, property, or safety of DOT Rwanda, programme participants, or the public.

7. Visitor Data & Cookies

We respect your right to browse privately. The DSE Talent Connect portal does not use tracking cookies, advertising cookies, or cross-site tracking technologies.

We use only anonymous, aggregate analytics to understand general traffic patterns and improve the Platform — no personally identifiable information is collected through analytics. Your consent acknowledgement (recorded when you first visit the Platform) is stored in your browser's local storage and is not transmitted to our servers.

Under Rwanda's data protection law, you have the following rights regarding your personal data:

• Right of Access: Request a copy of the personal data we hold about you.
• Right to Rectification: Request correction of inaccurate or incomplete data.
• Right to Erasure: Request deletion of your personal data, subject to legal retention obligations.
• Right to Restriction: Request that we restrict how we process your data in certain circumstances.
• Right to Withdraw Consent: Withdraw your consent for profile publication at any time without penalty (see section 4).
• Right to Object: Object to processing of your data for direct communications at any time.
